35-year-old Kelsey Musick was the driver of a vehicle blocking traffic on Conference Drive near State Auto on September 22nd. Police noticed the vehicle had a front driver-side tire missing, and the back driver-side tire was deflated. Also, a long engraved line was in the roadway leading up to Kelsey’s vehicle. At this time, a woman came up and told police that she believed that the driver, Kelsey, was intoxicated. Police found Kelsey next to the vehicle, unsteady on her feet and with the odor of alcohol emitting from her breath. Kelsey performed poorly on the sobriety tests, and she agreed to provide a blood sample. Police transported her to General Hospital for a blood draw and then to booking.
