22-year-old Joseph Tibbs was the passenger in a stolen 2017 Hyundai Elantra that was stopped by officers on May 12 at the Exxon on West End Avenue. He fled from the traffic stop and was apprehended a short distance away. He was issued a state citation charging him with evading arrest and joyriding.
Joseph A. Tibbs was booked on the citation on June 5th, charged with evading arrest and unauthorized use of a motor vehicle (joyriding). He is scheduled to appear in court in August.
