45-year-old Ronald Morningstar was charged with public intoxication on Sunday night after a citizen flagged down police saying a drunk man was causing problems outside of Legends Bar. When officers arrived, Morningstar smelled of alcohol, had bloodshot eyes, and was unsteady on his feet. He admitted to officers that he had been drinking and fell down, but he refused to go to the hospital. Officers asked Morningstar if he had a place to go, and he said no; he also declined a shelter and said he would just walk. Officers explained that they couldn’t allow him to do that because of his state of intoxication; he could fall over again, but he refused and was transported to booking.
