When officers arrived, they located Asaad, who was “obviously intoxicated” as she cried and yelled about losing her phone. Then, officers gave her a chance to leave with a friend, but she refused and continued to cause a public disturbance. Asaad reeked of alcohol and displayed signs of impairment.
